League City Mayor's Report
The meeting was called to order at 6 pm, with all Council members present.
The INVOCATION was given by Pastor Daniel Diaz de Leon of Faith Assembly of God.
I was delighted to declare September 2010 as "CCISD Exemplary Month. The PROCLAMATION was received by CCISD Superintendent Dr. Greg Smith and Board Member Dee Scott. The Clear Creek Independent School District, its 41 schools, and 37,500 students have reached the highest academic rating in the State of Texas because of our community. More than 97% of all students graduate high school in Clear Creek Independent School District and more than 93% of all students pass the Texas state assessment tests. Congratulations.
PUBLIC HEARING AND ACTION ITEM: The item was the FY 2010-2011 budget for Destination League City Convention and Visitor's Corporation, which involves the use of municipal hotel occupancy tax revenue. The budget was unanimously approved.
CITIZENS REQUEST FOR HEARING BEFORE CITY COUNCIL. A report was presented by a contractor regarding the trash rates for his construction site. Ameriwaste is charging almost twice as much as other disposal companies in the surrounding area. Another gentleman with the Gulf Coast Film Festival told about this years Festival which will be held at the Kemah Holiday Inn on September 18-19. The Festival was created to showcase the discovery of new and emerging artists. The 2009 Winning Films will be screened on Sunday, September 19th at the Butler Longhorn Museum. Tickets for this event are $10.00. Their website is gulfcoastfilmfest.com Another citizen spoke about CCISD non-compliance with City Screening and Setback Ordinance compliance. Several citizens spoke regarding Glen Cove. We were listening to you all.

There was no OLD BUSINESS.
In NEW BUSINESS. Council passed an item making a Professional Agreement between us and Wasteline Engineeering, Inc., for work on several wastewater locations and issues, with a vote of 7-0
In FIRST READING OF ORDINANCES, Council passed unanimously some changes to our ordinance entitled "Unsafe Buildings Dangerous Building Codes."
Council also approved the termination of Tax Increment Zone Number One-Magnolia Creek and approved the final payment of $250,000 to the developer, to make us "pasid up".
Council retired to EXECUTIVE SESSION at 7:05.
Upon returning, the following actions were taken. A motion was made, and unanimously approved, to release the Glen Cove Title Opinion, pending approval of our outside attorney Bill Helfand. On a separate issue, Councilman Paulissen moved to cancel the 99-Year Interlocal Easement Agreement between the City and MB Harbour, Ltd. The motion was seconded by Mike Barber, and passed 4-3. Voting against the cancellation were Council members Baron, Phalen, and Sanborn. Voting for were members Dawson, Lee, Barber and Paulissen.

Your City staff, along with Council and I, are working diligently on the 2011 City Budget. I would like to complement staff for producing a great document, and we will be going over it on Tuesday, August 31st.
Well, the dog days of summer are upon us, and the refreshing dry air of this weeks cool front is delicious! Don't forget the Clear Lake Triathlon that will have the Five Corners intersection closed occasionally Saturday.
