Mayor’s Report – League City

Hello everyone,
 
The meeting was called to order at 6pm, with Councilmen Barber and Baron absent.

The Invocation was given by Dr. Jan Sattem of the Good Shepherd Church.
 
Appointees to the Tax Increment Reinvestment Zone Number One Magnolia Creek Board were Robert McDonald, a Financial Planning Specialist; Darius Mistry, Director of Mergers and Acquisitions at Dow Chemical; and City Councilman Mick Phalen.
 
CITIZENS REQUEST FOR PUBLIC HEARING. Citizens spoke to us about zoning issues, the Historic District Commission, and in support for the Boundless playground. We appreciate their taking the time to come and speak.

In COUNCIL MEMBER COMMENTS, Councilwoman Sanborn, liaison to the Library, announced that we received a grant of books from the National Endowment for the Humanities. Congressman Ron Paul will present the grant Thursday, August 12 at 4 PM.
 
Items on the CONSENT AGENDA were all passed unanimously except Item 10B, the proposed Watersmart Park. The vote was 3-2 with Council persons Paulessen and Dawson voting for it, since grant money would pay for a good part of the cost.
 
Councilman Barber arrived at 6:45.
 
In NEW BUSINESS Council approved changes to a Resolution regarding who can put items on the Council agenda, who can remove items from the agenda, and voted to change to reflect state law in a resolution from 2008. Council also unanimously passed two housekeeping ordinances to implement the provisions of Council-Manager form of government, and change all verbage in our ordinances referring to City Administrator to City Manager.
 
Council unanimously approved Rich Oller, Public Works Director, in his selection of Construction Manager at Risk for the construction of the Southwest Wastewater Reclamation Facility project, and establish a guaranteed maximum cost.  This new plant will serve Westover Park, Magnolia Creek, and Countryside, who are now being served by the Dallas Salmon facility on the east side of the Freeway. The guaranteed price approved by Council is $31 million, which includes a $3 million cushion for overruns over the estimated $28 million construction cost. Construction will start in the next 60-90 days and finish in 24 to 30 months.
 
City Manager Marcus Jahns placed an item on the agenda about the Boundless Playground, so that questions and issues about it could be discussed in open forum, aka. transparent government. A lively discussion ensued, and if you would like more information about it, you can watch it on Channel 16 during the next two weeks. No action was taken, as the item was a discussion-only item.
 
Council unanimously voted to pass an ordinance to deny a rate increase by Centerpoint Energy
 
Council retired to Executive Session, and upon return directed Staff to take the action as discussed in the Session.
 
The meeting was adjourned at 8:27.

 The good news is that you will all be delighted about the new air conditioning unit for the Library, which has been a long time coming! I want to thank the Library employees and the public who have been so patient about the discomfort this summer while we were getting all of this lined up.
 
The start of the new sewage treatment plant is also good news for everyone, as it will relieve the overburden on the Dallas Salmon plant.
 
Here comes August, and everyone is beginning to think about the start of school and what fun can still be squeezed out of the summer that is left.
