Mayor’s Report – League City
Hello everyone,
The meeting was called to order at 6 pm with all Council members present.
The invocation was given by Pastor Steven Yoes of Bay Area Community Church.
Minutes of April 27, 2010 were unanimously approved.
Appointments to Board and Commissions included

Item C was to consider and take action on a resolution affirming the membership of the City of League City into formation of the Galveston County-wide Urban-Rural Transit District, and my nomination to their governing Board. Galveston County Judge Jim Yarborough made an appearance to tell us the purpose and organization of this new District. It is a non-taxing entity made up of 14 cities and towns in the County, with one opting out at this time. The focus of the District will be all types of transit matters, whether it is park-and-rides, rail, etc., focusing on the needs of the citizens in the county.
Our thanks to the Judge for his time to inform us about this new organization, which will be so important as we grow into the future.
The item passed 7-0.
There were no Public Hearings, as the scheduled one was pulled because the application was withdrawn.
In Citizens Request for Hearing Before Council. Several citizens, concerned about the cessation of school buses within two miles of CCISD's elementary schools, requested extra support from the City regarding new crosswalks and police assistance. Bill Hines of the Landing Homeowners Association thanked the City for the pending construction of a large detention area that should help with the flooding problem there. He also informed us of the formation of a Westside Political Action group that would involve all the HOA's on the west side.
Council Member Comments. Citizens were reminded that we are in the Hurricane season now and everyone should consider Flood and Windstorm insurance to protect their property. Also be sure to sign up with Blackboard on www.leaguecity.com to be notified of all events in the city.
Helen Hall Library will be closed for the Fourth of July-specifically July 4-5. We have a very active summer program, so check the city website and City Matters about the various events.
The City of League City will hold the annual July 4th celebration on Saturday, July 3, from 11:30 a.m. until 4:00 p.m. at League Park, 200 N. Park. The Mayor, City Council, Parks Board and Parks Recreation staff members will be serving refreshments in appreciation of the citizens of League City. There will be live music and other live entertainment as well as free refreshments. Bring your patriotic spirit and celebrate this special day with us.
It was my pleasure to announce that Bay Area Builders would be presenting another new home to a returning military veteran, who had been wounded in service. This group is to be highly praised for their donation of this home in Victory Lakes, which is the latest of six new homes!
Citizens are reminded that car break-ins are on the rise in League City, and most of these are invited by unlocked cars. This is called "Citizen-assisted Crime." Don't you be guilty of this kind of crime.
All items on the Consent Agenda were approved 7-0.
In Old Business, the item regarding the rezoning on the Gun Range property of 81.09 acres was postponed in order to hold a Council Workshop on the site, with the date being either June 29th or July 1. Motion was made by Councilman Paulissen, seconded by Councilman Phalen and passed 7-0.
In New Business, Council voted to be a sponsor of the NASA/Clear Creek/Friendswood Go Texan Committee at the Ranch Hand level supporting the Houston Livestock Show and Rodeo. A Ranch Hand company makes a 501c donation of $2500 in cash or in-kind product to the committee. The vote was 7-0.
Council approved the purchase of a Linkbelt 240X2LF Excavator for the Street and Stormwater Department. This machine has multiple functions enabling not only mowing capabilities, but is designed for de-silting and/or clearing & grubbing of flow lines of our outfall ditches. The City has 39 miles of flow lines (ditch bottoms) and 78 miles of slope mowing. The vote was 7-0.
The last item of special interest was Item C. to Consider and take action creating a "Safelight Program Fund" and to approve Fiscal Year 2009-2010 expenditures for those funds. Police Chief Jez outlined the expected revenue and the ways that income will benefit the citizens through the Police Department. The Department will use the money to cover “crash avoidance training” courses for new drivers, solar-powered flashing school zone lights and speed monitoring signs. A crash avoidance training program allows police officers to work directly with young drivers, who have a great susceptibility of getting in a car accident within six months of obtaining a driver’s license, Police Chief Mike Jez said. The vote was 7-0.
There being no further business, the meeting was adjourned at 7:19.
This months edition of City Matters has hit your mailbox by now and has a new look, thanks to Kristi Wyatt. Paging through this publication shows that League City is a vivacious, active city, with lots going on. Be sure to note the schedule for the "Concert in the Park" series and the article about our new councilwoman Joanna Dawson.
Well, vacation days are here, and the Fourth of July approaches. Remember that fireworks can be unsafe and are illegal in League City. Have a happy "Fourth" on Saturday the "Third" in League Park, called our Citizens Appreciation Day. Come and see your friends and neighbors, and be served a hot dog by me or your favorite Council person.
The next council meeting is July 14, which is a little longer than usual, so get out and have some good clean fun!
