League City's Mayors Report, January 26, 2010
 
The meeting was called to order with all members present, and the invocation was given by Pastor Darren Tidwell of Life Point Church.
 
There were no appointments, proclamations, presentations or awards, so we moved on into Public Hearing and Action Items From Public Hearing. There  was a public hearing about the last PID assessment on the Phase Four of the City of League City Public Improvement District No. 3 and Tax Increment Reinvestment Zone No. 3, Center Pointe. Developer for the project Maury Rubin announced that it was these PID dollars that built Walker down to 96 from the City Hall complex. He also said that ten years ago the homes appraised at $2.25 million and today the value is $105 million dollars.  There being no further speakers, the assessment was passed 7-0.
 
In Citizens Request for Hearing a citizen questioned the location of the soon-to-be-done Beamer Road Extension water line.
 
The Consent Agenda items passed 7-0. 
 
In Old Business, Staff pulled the only item of business. 
 
In New Business, the Council voted to allocate funds for the Beamer Road Extension Water Line 7-0. Council was informed the exact location which is as promised rather than how the map in the data sheet showed. This new water line should be ready and operational by August.
 
Another item, placed by Jim Nelson, resulted in a lengthy discussion which finally ended with a 2-4 vote, with the two being Nelson and Baron. The discussion involved whether to place on the May, 2010 ballot, a proposition allowing the voters to choose whether or not to move LC general election dates to November rather than May. Dissenters seemed to feel that there is a lot more discussion that needs to be done before this item is ready to be voted on.
 
There was another long discussion about Chapter 42, Article II entitled "Noise", whether to amend the ordinance, which involves permits for outside activities that will generate unusual neighborhood noise. After the discussion, everyone agreed and the Ordinance was amended by a 7-0 vote.
 
Council was in Executive Session for about an hour which produced no action.
