League City Mayor's Report The meeting was called to order with all members of Council present, and the invocation was given by Pastor Matt Neely of the Watershed Church.
The City presented a proclamation to Reverend William Jones, who observed a robbery in progress near his home, and helped the police turn this into only an attempted robbery! Thank you, Reverend Jones!
All of the minutes were approved and a public hearing was held regarding issuing a Special Use Permit for a Hill's Liquor store to be put in at 3003 SH96. Several citizens spoke their wishes, and Council approved 7-0. It was pointed out that the older store near Main and Hwy 3 produced more than $62,000 in tax revenue in the past year, while operating a clean, well-managed store.
In Citizens Request for Hearing, a citizen thanked Council and the City for the promptness and competent handing of an recent emergency case by EMS in Clear Creek Shores on the north side of the creek, which is no short distance.
In Council Comments, everyone offered condolences to the Dudney family for their recent loss of Dr. Ned. He was dedicated to making League City a great place and he worked for the City as a citizen from the time they moved here, around 1950.
Parks Department employees seen out doing their jobs in freezing weather were commended for their vigilance about broken water faucets, etc.
It was announced that the Recycle Center on Dickinson Avenue can now take glass and auto batteries for recycling. Please rinse any glassware prior to taking it.
Seniors can now use the Rec Center five days a week. Our Seniors Program is great, and if you meet the qualification, you should check it out.
Mention was made about the Blu Shields Home Makeover for the Kemah family..
In my comments, I also honored Dr. Ned Dudneys many contributions to the community. One of the last things he did with us was to successfully get us to donate 3 live oak trees to Galveston, and to participate in their planting at the County building, with the hope of generating other tree donations from other places. We truly think those trees can be considered as a part of his legacy. Dr. Ned was a great man who gave tirelessly to this city and it's citizens, and he will be deeply missed.
The Consent agenda passed unanimously 7-0, but there were two items I would like to comment about. First is that the new Finance Director presented the Quarterly Budget Report FY2009. Director Loftin reported that the City spending is down by about 9%, which is great. We really appreciate the cooperation of all City employees in watching their costs! We will have more information coming, as we already working on the 2011 budget!
Another item that passed was the waiving of Building and Impact fees for two new homes built in League City by the "Bay Area Builders Association Support Our Troops" program. This passed 7-0. Everyone should know about this Bay Area Builders Association program to help veterans, which was founded in 2005 and provides custom-built homes to wounded and disabled veterans to help them get their lives back on track and help them become productive members of their communities. The BABASOT partnered with corporate sponsors, individual contributors and volunteers in building these homes in League City. The issuance of City of League City, Texas, Combination Tax and Revenue Certificates of Obligation, Series 2010 was approved 7-0.
An ordinance amending Ordinance 2008-34 approving the Governmental and Proprietary Funds Budget for Fiscal Year 2008-2009, amending the operating budget to allow for unanticipated costs and expenditures, was passed 7-0. It was recommended the we hire new EMS personnel, but we elected to wait until the last half of the budget year.
Council met in Executive session and emerged with no action to report.
With the turn of the new year, we begin a new decade of League City's history, so may we ALWAYS do what is best for the citizens we serve.
On a personal note, though we have a few more weeks of winter to get through, spring is around the corner, so enjoy this time for chili and fireplaces and Super Bowl!
